推进城市绿色转型的战略思考

The Strategic Thinking of Promoting the Urban Green Transformation

改革开放30多年以来，我国经历了前所未有的持久的高速经济增长与社会发展，在经济高速增长背景下，我国城市面临着绿色转型问题。特别是进入新世纪，我国城市化、工业化发展给资源环境带来的压力加大，城市建设迅猛发展，城市中人口资源环境矛盾日益尖锐。文章分析了当前城市绿色转型中面临的问题，提出了推进城市绿色转型的对策：一是以人为本充分就业；二是构建生态安全保障体系；三是大力发展环保产业；四是建设资源节约型国民经济体系；五是培育绿色文化；六是打造绿色政府；七是完善绿色管理政策体系。

Since the reform and opening up for more than thirty years, China has experienced the unprecedented high-speed economic growth and social development. In such a circumstance of rapid economic growth, our country is fa- cing the problem of green transformation. Especially in the new century, the development of China~ urbanization and in- dustrialization has brought much more pressure to the resources and environment. The urban construction is developing rapidly with some increasing acute contradictions appeared among population, resources and environment in cities. This paper analyzes the problems existing in the urban green transformation, puts forward the relevant to pro- mote urban green transformation such as. to realize people-oriented full employment, to build the ecological safety sys- tem, to vigorously develop the environmental protection industry, to build a resource-saving national economic system, to cultivate the green culture, to build a green government and to perfect green management policy system.
