国外技术性贸易措施影响指数研究

Research on the Impact Index of Foreign Trade Technical Measures

针对国外技术性贸易措施对我国各行业造成的影响,采用定量分析的方法,提出国外技术性贸易措施影响指数和行业技术性贸易措施影响指数的概念,作为衡量整个产业和各行业在出口对外贸易中,遭受国外技术性贸易措施影响程度的指标,并推导出技术性贸易措施影响指数的计算方法。以近三年质检总局发布的统计数据为例,得出国外技术性贸易措施影响指数,为客观评价我国对外贸易中遭受技术性贸易措施的影响及其严重程度、分析各行业出口状况以及分级表征技术性贸易措施影响程度提供重要参数,同时可为评价与分析不同行业影响指数间的关联提供重要依据。

To measure the impact of foreign Technical Barriers to Trade（TBT） to China,quantitative analysis method is used.The concepts of Foreign TBT Index and Industry TBT Indexes are proposed.These indexes are used to evaluate the loss and impacts of entire industry and various industries by TBT in foreign exportation affairs.The derivation processes of these indexes are introduced.The Foreign TBT indexes of recent three years are calculated based on the data published by AQSIQ.These indexes can provide objective evaluations of economic losses and severities of different industries.They also provide hints to the inner relationship between different industries and their losses caused by TBT.
