An Analysis Framework of Diversified Suppliers and Their Boundaries of Rural Public Goods Supply

基于专业化分工视角,构建一个农村公共产品供给主体选择的分析框架,并从理论上探讨长期存在的公共产品供给主体不明、边界不清问题。研究表明,农村公共产品的多元主体供给能使各主体获得专业化经济。在专业化经济和交易费用的两难冲突下,农村公共产品供给存在单一主体、双主体、多主体甚至遗漏供给区间。多元主体的供给边界范围是变动的,确定同类公共产品的最适供给主体,应遵循资源约束下的效用最大化原则。

Based on the perspective of specialized division of labor, this paper built an analysis framework of diversified suppliers and their boundaries of public goods supply. Specialized economy can be obtained by diversified suppliers in providing rural public goods. Because of existing very complicated conflicts between specialized economy and transaction cost, a few public goods which supplied by the government can be supplied by the private department and the third sector, but some with no supplier. The diversified suppliers/ boundaries can be changed. Consumers who choose the best supplier of supplying rural public goods follow the principle of utility maximization.
