摘要
三峡工程建成运行后,100年一遇洪水情况下能控制枝城流量不超过56 700 m3/s。本文在分析研究长江和澧水洪水遭遇、四口河系地区防洪工程现状及存在的问题和模拟计算三峡运行前后重现1954年洪水水情的基础上,为减轻本区域的防洪负担和有利于水资源综合利用,提出了松滋口建闸、松滋河东支和西支建闸控制、藕池河中支和西支及东支粘鱼须河建闸控制以及安昌垸等蓄洪垸分类调整等措施,形成新的四口河系地区防洪体系。
Abstract: After the complete and operation of Three Gorges Project, the controllable discharge measured at Zhieheng Hydrologic Station is not over 56 700 m3/s under the condition of 100-year flood. Based on the analysis on the flood encounter between the Yangtze River and Lishui River, the status and the existing problems of the flood control projects in the Four-inlet region and the simulation made on the recurrence of the regime during the flood occurred in 1954 before and after the operation of Three Gorges Project, the relevant measures, i.e. building sluices at Songzi Outlet, the eastern and western tributaries of Songzi River, the mid and western tributaries of Ouchihe River and the Nianyuxu River, as well as the classification and regulation of the Flood Storage Polders therein, such as Anchang Polder, for alleviating the burdens from the flood control and the comprehensively utili- zing the water resources within the region are put forward herein, so as to form a new flood control system for the region.
