摘要
为了提高水利工程移民管理的水平和效率,采用信息化手段对多层级移民管理模型进行了深入研究。围绕南水北调中线一期工程、向家坝水电站、溪洛渡水电站、白鹤滩水电站、乌东德水电站等国家重点工程,开展了移民管理信息系统的建设和推广应用。结合以上研究和建设经验,针对移民管理的特点及常见问题,分析了主体设计单位主导、移民管理机构主导、工程业主主导这3种常见移民管理信息系统建设模式的利弊,对系统建设过程中的重点和难点进行了分类剖析,并给出了相应建议。
In order to improve the level and efficiency of resettlement management of hydropower projects, the resettlement management information system (RMIS) has been studied. It has been applied in a series of national key projects, such as South - to - North Water Transfer Project, Xiangjiaba Hydropower Station, Baihetan Hydropower Station, Wudongde Hydropower Sta- tion, etc. On the basis of the above research and construction experience, starting from the characteristics of resettlement man- agement and the problems, we analyze the advantages and disadvantages of 3 common system construction modes, including pro- ject designer leading, resettlement management organization leading and project owners leading, classify the key and difficult problems in construction process of RMIS, and put forward some suggestion.
