摘要
传统社会组织管理制度面临登记入口狭窄、日常管理薄弱和资源分布不均衡等挑战。这些挑战来自于我国公共管理理念的变化以及社会组织管理工作重点的后移。据此,提出变单纯重监管为管理与支持并重,进一步构建和完善促进社会组织发展的政策制度体系,加大社会组织公信力建设力度,完善政府职能部门间的协同工作机制,提升社会组织日常管理的力度与水平,完善社会组织专业人才政策,构建社会组织管理改革与我国公共管理创新的良性互动关系等对策建议。
The traditional management system of social organizations is facing such challenges as narrow entrance registration, weak daily management and uneven resource distribution. These challenges come from the changes of China's public management philosophy and the working focus of social organization management shift to backward. Accordingly, this paper proposed these suggestions: change from simply focus on regulation to equal stress on management and support, so as to further build and improve the pohcy system of social organizations' development, intensify the efforts to the credibility of social organizations, improve conaborative working mechanism among the government departments, promote the effect and level of social organizations' daily management, perfect professional personnel policy, build a benign interaction between management reform of social organizations and China public management innovation.
