社会组织的发展是化解社会矛盾、维护社会稳定的根本之计和有效手段。在我国进入风险高发的转型时期,虽然大连市社会组织在维护社会稳定方面已经发挥了较为显著的作用,但社会经济发展的不稳定因素增多,其政策倡导功能、化解矛盾功能、社会治理功能等方面仍有不足,因此促进大连市社会组织的发展壮大,化解社会矛盾,维护社会稳定,推动基层民主建设,既是重要的理论课题,也是现实社会的迫切要求。
