摘要
改革开放30多年来,南通社会组织不断发展,为南通社会管理层次的提升作了较大的贡献。但由于种种原因,南通社会组织在社会管理功能的发挥中也存在一些问题:如数量不够,影响参与范围;行政色彩较浓,影响组织的主动性;经费不足,影响活动开展的正常化;内部制度不完善,影响管理的效率;人才缺乏,影响活动的专业化程度;法治化程度不够,影响运作的规范化等。要使南通社会组织更好地发挥其参与社会管理的功能,就必须采取放宽社会组织的准入门槛、推动政府对社会组织管理方式的调整、建构多元化的资金筹集渠道、提升社会组织自身的管理层次、改进社会组织人力资源的获取和培育的机制、强化社会组织的法治建设等对策。
In the past 30years after reform and opening up, social organizations' continuous development made a greater contribution to the enhancement of Nantong social management level. But for various reasons, some problems existed in Nantong social organizations' playing the function of social management, such as inadequate number affected the scope of participation; too much administration affected the organizations' initiative; lack of funds affected the normalization of activities; imperfect internal system affected the management efficiency; shortage of talent affected the specialization degree of activities; inadequate degree of governed by law affect the standardization of operation. For the hope of making Nantong society organizations to better play their function of participation in social management, we must take such countermeasures as grant greater access to social organizations, promote government adjust the management way of social organizations, construct a wide range of fund-raising channels, enhance social organizations' own management level, improve the mechanism of human resources acquirement and cultivation, strengthen the legal construction of social organization, and so on.
