关于我国农村沼气服务效果评价方法的探讨

Discussion on Evaluation of Rural Biogas Service System in China

文章的目的是探索评价农村沼气服务体系服务效果的方法。基于公共产品理论,以体现沼气服务的效率与公平性的平衡为标准,构建了包括沼气服务的有效性、公平性、及时性、充足性和满意度等五个维度的评价框架。并将上述评价框架运用于某县沼气服务体系,验证了该框架的适用性。提出为促进沼气服务可持续发展,应坚持服务型政府的理念,以沼气用户需求为导向,突出沼气用户话语权的评价原则。

The purpose of this paper is to explore the effective methods to evaluate the effectiveness of rural biogas service system in China. Based on the public products theory, an evaluation framework composing of effectiveness, fairness, adequacy, timeliness and satisfaction were structured, which reflect the balance of efficiency and fairness. The effectiveness of this framework is proved by successfully applying it to evaluate a specific biogas service system in a county. In order to promote the sustainability of biogas service development, principles were put forward which were insisting on the concept of service-oriented government, taking demands of user as guidance and highlight the user＇ s voice.
