摘要
目的选取云南省曲靖市麒麟区、陆良县作为研究对象,探析云南省国家可持续发展实验区的整体发展水平。方法基于层次分析法模型,构建云南省国家可持续发展实验区综合评价指标体系并进行定量评价。结果经济发展、社会发展和资源环境准则层的权重比较大,分别为0.234,0.234,0.251;能源利用和科技进步的权重分别为0.130,0.103;公众参与的权重最小,仅为0.048。结论总体上,麒麟区、陆良县两个实验区可持续发展能力逐步增强,在区域可持续发展的实践上都取得了明显的成果,今后应以实现有效的政府主导联动机制、渗透多方加入的公众参与机制和开启全方位监督保障机制,为可持续发展管理的主要方向。
Aim Two National Sustainable Communities （Qilin District of Qujing City, and Luliang County） were chosen as objects to explore the overall development level of sustainable development in Yunnan Province. Methods Based on the analysis of AHP model, comprehensive evaluation indicator system was established and quantitative e- valuation was carried out. Results Economic development, social development, and environment resources were given higher weight, which were 0.234, 0. 234 and 0.251. The weights of energy utility and scientific ＆ techno- logical progress were 0. 130 and 0. 103, meanwhile, the weight of public participation was 0.048. Conclusion The ability of sustainable development increased gradually in Qilin District and Luliang County, and achieved re- markable results in the practice of regional sustainable development,which were the linkage government leading, multi-joined public participation mechanism, all-round supervision and and can be the major direction of sustainable development management in the future. system under effective protection mechanism,
