三明市生态文明建设的思考

A Review of Construction of Eco-civilization In Sanming

三明市政府从三明市重工业城市的现实出发,遵从国家生态文明建设的部署,确立了生态文明建设的战略地位,取得了生态经济的较快发展,也形成了不少生态文明研究的学术成果。但是,生态文明意识还没有深入人心,重工业城市导致的节能减排压力仍然很重,生态文明建设所需要的保障体系还不够健全,这迫使三明市在生态文明建设中作出新的思考和布局。为此,三明市应在生态文明建设已有成果的基础上,推广长汀经验,强化人们的生态文明建设意识,调动全体人民群众参与生态文明建设的积极性,进一步实施产业升级策略,以环境友好型政府管理为保障,获取三明市生态建设更多的文明。

Considering Sanming City as a base of heavy industry, Sanming Municipal Government has complied with the principle of the national eco-civilizafion strategy and firmly put eco-civilization as a strategic position, and witnessed a rapid growth of eco-economy and also turned out a considerable amount of achievements in eco-civilization. However, the awareness of coo-civilization is weak yet, and the pressure of the reducing energy consumption and pollutant emission is heavy too. The protective system of the eco-civilization construction is still under perfection. These have forced Sauming to rethink and reorganize the development of eco-civilization. So In addition to the achievement of eco-civilization construction, Sanming should promote Changting＇s experience, thus to strengthen people＇s consciousness of construction of eco-civilization and to encourage people＇s initiative to join this development and keep implementing industrial updating polices. With the assurance of environment-friendly management from the municipal government, Sanming is expected to produce more civilization from eco-economy development.
