城市经济发展与PM2.5关系探析

Analysis on Urban Economic Development in View of PM2.5

基于PM2.5的视角,阐述了PM概念、背景及其在我国当前城市的PM2.5基本现状,并就城市发展与PM2.5关系从城市生活方式、城市生产方式与区域产业结构转型三个不同层面进行探析,认为改变城市生活方式对于缓解城市PM2.5问题作用有限,而根本出路在于区域产业结构转型、升级和生产方式转变,并且以法制形式将环境成本内生化于单一的城市经济绩效考核标准,才真正有可能解决PM2.5的环境问题。

In view of PM2.5, the paper identifies the concept, background and current state of PM2.5 in Chinese cities, analyzes the mechanism between PM2.5 and urban development from three aspects, i.e., life style, urban production mode and regional industrial restructure, and draws the conclusion that changing life style has limited impact on reducing PM2.5, while the way out lies only in upgrading industrial structure and institutionalize the cost of pollution.
