摘要
在人口老龄化的社会背景下,我国老年福利政策向着社会化方向发展,民办非营利养老机构大量出现。但民办非营利养老机构却面临着严重的资源短缺、"商业化"倾向明显;趋利避害地选择服务对象;机构内部家长式作风严重以及从业人员素质低等"志愿失灵"问题。这种"志愿失灵"需要拓宽资源渠道,强化非营利机构自身建设以及加强养老服务人才建设等方面加以解决。
On the social background of population aging,Chinese elderly welfare policy has been to socialization,and more and more people-run non-profit nursing institutions emerged.But there are some ＂voluntary failure＂ problems for the people-run non-profit nursing institutions,which are resource shortages severely and commercialization;choosing special service objects;paternalism in the institutions;low quality of jobholders and so on.These ＂voluntary failure＂ problems should be solved by widening resource,emphasizing internal governance of the institutions and personal training.
