摘要
IPCC温室气体清单方法是《联合国气候变化框架公约》各缔约方指定采用的国家清单编制方法,目前已得到国际广泛认可。为确保与国家清单的有效衔接,我国参照IPCC方法开展地区清单编制,但该方法在应用到城市级甚至区县级层面时,由于清单总量的减少,基础数据统计、跨区域碳排放等因素影响程度逐渐提升。通过对天津市等首批地区清单编制试点工作中显现的典型问题进行系统剖析,提出完善优化区域层面清单的对策建议。
IPCC guideline for national GHG inventories is used as the prescriptive method by all the contracting parties of UNFCCC, and approved internationally and developed through an international process. Hence, China carries out regional （province-level, urban-level, and area-level） inventories which refer to IPCC guidelines. This paper focuses on the typical problem such as statistics of basic data and cross-regional emission, and proposes the valuable experience and optimized countermeasures.
