本文结合黄河流域实际和国民经济发展要求,从开发整治目标与任务、开发模式与运行机制、开发治理方向与途径等方面对黄河流域综合开发治理总体战略进行了探讨。

According to specific conditions of Yellow River Basin, and demand of national economy, We discuss the three aspects about comprehensive exploitation harness strategy of Yellow River Basin, that is: (1)exploitation harness objectives and duty; (2)exploitation model and operative mechanism; (3)economic exploitation and harness orientation.
