被征地农民社会保障现状、问题及政策建议

Discussion on the Present Condition and the Key Problems of Land-requisitioned Farmers Social Security and Some Suggestions on Policies

随着我国城市化、工业化进程的加快,被征地农民的数量日益增多,被征地农民社会保障问题日益突出。被征地农民社会保障存在补偿费偏低、缴费方式单一、补偿费分配混乱,以及就业难、子女教育、医疗和养老难等问题。政策建议:制定科学的征地补偿政策;建立科学的筹资机制和资金监管体系;采取灵活的社保缴费方式;加强被征地农民职业教育和技能培训;大力支持和鼓励被征地农民自主创业、就业;实行有差别的分类保障;进一步完善土地征用制度。

With the accelerating pace of china＇s urbanization and industrialization, the number of landless peasants is increasing and the problem of social security becomes more and more serious. This paper puts forward some measures aimed at solving the problems such asthe low compensatory fees, single payment methods, the chaos of compensation distribution, the grim employment situation and difficulty in children＇s education, medical and provision for the aged. These measures include： formulating a scientific land compensation policy,establishing a scientific financing mechanism and fund supervision system, adopting agile social security payment methods, strengthening vocational education and skills training of the landless peasants, supporting and encouraging the landless peasants to become self-employed,carrying out discriminating classification security, and further improving land requisition system.
