资源型城市转型的城市空间发展战略研究——以盘锦为例

The Research on the City-space Developing Strategy in Transformation Resource-based Cities: Taking Panjin City as an Instanceg

该文以盘锦城市空间发展战略规划项目为例,在资源型城市转型的大背景下,通过分析城市的背景和特质,揭示城市转型的条件和机遇,提出蓝色文明、产业协同、城乡统筹、特色品牌的发展战略;结合城市空间规划,提出新城选址与定位,确立集约高效的空间结构,组织低碳便捷的交通体系,营造海城共生的特色景观风貌,探索特定环境下城市发展战略的研究方法;最后,提出对资源型城市转型的启示,确定城市转型发展方式,提出与发展方式相适应的城市空间发展规划,探索富于个性特征的城市设计,实践创新型转型实施策略。

Taking the city-space developing strategy project of Panjin as an example, we indicate the factors which generate city transformations and the opportunities consequently in the background of the transformations of resource-based cities. Then we put forward the developing strategy which includes blue civilization, industry collaboration, urban-rural integration and particular brands. Combining the city space planning, we advance the choice of new city＇s location and orientation, establish economic and efficient spacial construct, organize convenient traffic system of low-carbon, build unique landscape which harmonious coexists with Sea City and explore the research method of city developing strategy in special environment. Finally, we put forward an enlightenment of resource-based cities transformation to define the transforms and developing modes, to propose the city-space developing plan which fits those developing modes, to seek characteristic urban-design and to practice innovative tactics of implementing for transformations.
