青岛市新型农村社区建设的经验与启示

青岛市在前期试点实践探索的基础上,确立了新型农村社区建设的宏伟蓝图与具体路线图,通过科学编制新型农村社区建设布局规划与建设规划、多类型推进新型农村社区建设、加强基础设施和公共服务设施建设、渐进推进社区组织改革与建设、稳妥推进新型农村社区经济融合、加快新型农村社区特色经济园区建设等主要举措来开展工作。青岛市的基本做法和经验对其他地区新型农村社区建设工作有如下启示:多方协同,合力推进新型农村社区建设;科学规划,高标准推进新型农村社区建设;因地制宜,多类型推进新型农村社区建设;服务到位,实现新型农村社区居民"安居";两区同建,保障新型农村社区居民"乐业"。

On the basis of the pre - pilot practical exploration, the grand blueprint and concrete roadmap of the construction of new rural communities had been established in Qingdao. It works by scientific prepara- tion of the layout planning and construction planning, multi - type construction, strengthening construction of basic facilities and public service facilities, progressive promotion of reform and the building of community - based organizations, steadily pushing forward the economic integration, speeding up the economy park with lo- cal characteristics and other major initiatives. The basic practices and experience of Qingdao city would bring some enlightenment to the construction of new rural communities in other districts as follows ： multi - coopera- tion, scientific plan, adjusting measures to local conditions, service in place to achieve safe residences, and constructing economic districts at the same time.
