Settle Down Where You Work: The Practical Choice of China's Household Registration System Reform

虽然我国现行的户籍制度存在着诸多弊端,但对户籍制度的激进改革仍存在着较大风险。实施就业地落户政策是当前户籍制度改革的一个现实选择。顺利实施就业地落户政策需要同时推进相关领域的改革,建立教育、社会保障领域的国家统筹以剥离城市户籍特权,并建立农地退出补偿机制和基于户籍人口规模的城市建设用地审批制度。

Though there are serious drawbacks in the current household registration system, radical reform of it can still be of great risk. To bring the policy into effect, we need to push forward reforms in some related fields, such as peel off the urban residents＇ privileges in the field of education and social security by national undertaking of the responsibility, establish rural land exit compensation mechanism and set up urban construction land approval system based on the size of its registered household population.
