企业参与地方政府绩效评估的机会和空间——顾客政治的理论视角 被引量:7

The Opportunity and Space of Enterprises Participating Local Government Performance Evaluation——Under the Perspective of Customer-based Politics

摘要 在现代民主政治实践中,企业和公民都是由政府主导的公共管理的重要外部参与主体。本文以珠海市"万人评议政府"为个案分析了企业参与政府绩效评估的机会和空间的影响因素,发现我国的单一型国家治理结构决定了政企关系的工具价值属性。地方政府赢得经济政绩竞争以及获取绩效信息的需要使企业成为最有价值的"顾客",企业参与政府绩效评估的机会由此出现,但是地方政府主导外部参与的需要又决定了企业参与空间的有限性,这种政企关系反应的是顾客政治。 Enterprises and citizens are important participation bodies in public management, which is often dominated by government in practice of modern democratic politics. While, the relationship of government and enterprises is decided by state governance structure and the interest of local government, and the evaluation opportunity and space are related to the strategy objection intimated by local government. Taking the case of "10,000 People Appraising Governments" in Zhuhai as an example, the article analyzed the influences on evaluation opportunity and space, then concluded that the single-style state governance structure decided the instrument value of government--enterprise relationship. Thus made the enterprises be the most valuable "customer", because local government wanted to win the economic performance contest and gain performance informations. While enterprises attained the evaluation opportunity, the demand of local government dominating external participation limited their participation space, and such government-enterprise relation was presented as customer--based politics.
