中国工业电力消费强度行业波动及差别电价政策效果 被引量:7

Research on the Industry Fluctuations of China's Industrial Electricity Consumption Intensity and Differential Pricing Policy Effect

摘要 运用完全分解模型研究了"十五"和"十一五"两个时期工业电力消费强度波动,从工业行业小类、工业行业大类两个角度对我国工业电力消费强度波动的影响进行分解,并对执行差别电价政策的四个制造业行业进行政策效果研究。研究结果显示:"十一五"期间,我国加强和改善宏观调控、促进节能降耗和产业结构调整,对高耗能企业实行差别电价和禁止实行优惠电价,强度效应和结构效应均对工业电力消费强度下降起着正作用,但起主导正作用的依然是强度效应。要促使工业电力消费强度下降和保障差别电价政策实施效果良好,应加大对制造业中高能耗行业的监控力度,继续加大差别电价政策的实施力度。 This paper researches intensity fluctuations of industrial electricity consumption between "Tenth Five" and "Eleventh Five" two periods using completely decomposed model,from two perspectives including the industrial subcategories and industrial sector with decomposition,and studies the effects of implementation of differential pricing policy with four industry.The results show that during the "Tenth Five" period of China strengthen and improve macro-control,the promotion of energy saving and adjustment of industrial structure,the differential pricing of high-energy-consuming enterprises,and the prohibition of preferential tariff,the intensity effect and structure effect play a positive role in the decline in industrial electricity consumption intensity,but intensity effects still play a dominant positive role.
