For much of last January large swathes of central and eastern China were enveloped in dense smog. In Beijing visibility fell to below 200 meters at one point. The air quality went from bad to worse this winter as emissions from industrial facilities, car exhaust, pollu- tion from construction sites, heightened demand for electricity and heating, natural fog and an absence of wind all coalesced into a "perfect pollution storm." To address the problem, the Ministry of Environ- mental Protection announced on January 15 that governments in key pollution control areas will adopt tougher emission standards. And Beiiing installed a new standard for vehicle emissions starting February 1, which is similar to the Euro V standard.
