摘要 The Expert Views of Reform Efforts A new wave of reform efforts are expected following the third full meeting of the Communist Party's 18th Central Committee, Super Ministries to Lead Political Reform Cumbersome, clunky and confined amongst one an- other, bureaucratic agencies in China are in urgent need of reform. The answer, says one policy analyst, could be the establishment of super ministries. Ma Qingyu, a public management profes- sor at the Chinese Academy of Governance said that all aspects of China's politi- cal system will continue to see incremental changes, including adjustments to the balance of power be- tween regional and cen- tral government agencies.
