摘要
20世纪的社会保障制度主要是与工业化、城市化、现代化相契合的,以充分就业为基础并以社会保险为主要形式的制度。随着全球化的到来,世界各国的就业结构、就业方式都发生了新的变化。失业人口和非正规就业人口的增加宣告了充分就业时代的结束。社会保障制度作为社会的稳定器要适时调整,才能适应社会经济系统的激变。社会保障未来的发展趋势将是更为人性化的、多位一体化的、可持续性的制度模式。这就要求社会保障的改革要突破保险思维,上升到社会分配的高度,真正体现"以人为本"的社会保障价值观。
Abstract: The social security system in 20th century, fit for industrialization, urbanization and modernization, was founded on the full employment. And the main form of this system was social insurance. With the arrival of globalization, the employment structure and way had been changed in countries all over the world. The number of unemployed and informal employment people was increased, which meant the end of the era of full employment. Social security should be adjusted to adapt to the catastrophe of social and economic system. The trends of social security reform were going to be more humanized, integrated and sustainability. This meant the social security should be made in the height o~ the social distribution. Then the people--oriented social security values were reflected.
