基于多层次灰色法的我国石油行业技术创新能力评价

摘要 通过对我国石油行业技术创新能力进行评价,能够清晰地了解我国石油行业技术创新水平,从而为进一步技术创新奠定基础,提高我国石油行业在世界石油市场上的竞争力。基于此,从构建技术创新三级指标体系出发,利用多层次灰色法对我国石油行业技术创新能力进行了有效的评价,评价结果为3.577。评价结果显示,我国石油行业整体的技术创新能力不强,技术创新水平不高;深入分析可知,二级指标中的技术创新管理能力相对薄弱;三级指标中的基础技术研发能力、技术创新战略能力以及技术创新转化能力相对欠缺。据此,提出我国石油行业技术创新发展应该注意的问题。 The technology innovation ability evaluation of China's oil industry is beneficial to positioning its level. The clear evaluation result is convenient for further technology innovation which can improve China's ell'competitiveness in the world market. Using multi-hierarchical grey method, the technology innovation capacity evaluation of China's oil industry can be evaluated efficiently with the technology innovation index system. The calculated evaluation result is 3.577. It shows that technology innovation capacity of China's oil industry is relatively lower. With further analysis, it's known that the management capacity of technology innovation is lowest in the second rank indexes; meantime, the primary research capacity, the strategy capacity and the transformation capacity of technology innovation are relatively weaker in the third rank indexes. n this situation, it's necessary to strengthen the oil technology innovation capacity for China in order to face the competition of other countries. Some suggestions are given finally based on the evaluation and analysis.
