黄河流域水资源保护管理问题与对策

Problems in Water Resources Protection Management in the Yellow River Basin and Countermeasures

黄河流域水资源保护管理在法制建设、体制建设、队伍建设、部门协作、经费投入以及流域管理的科学性等方面 ,均存在较大问题 ,必须在加强宣传教育的基础上 ,采取科学规划、加强合作、提高经济管理能力和增加经费投入、厉行节约用水、修建治污工程等措施才能得到较好解决。而采取这些措施的最有力保证 ,则是制定黄河水资源保护专门法律法规或制定黄河法并在黄河法中对水资源保护予以严格规范。

Many problems exist in the management of water resources protection in the Yellow River Basin,such as in legal institution,team construction,department coordination,investment,rationality of management,and so on.These problems can only be solved on the basis of strengthening education and propaganda, through scientific planning,strengthening of coordination,improvement of the ability of economic management and investment,water source saving and pollution-control works construction.The powerful guarantee is the formulation of the law of water resources protection for the Yellow River Basin,in which water resources protection must be standardized.
