试论完善中国社会保障制度体系的基本原则——以“四维体系”为视角

Research on the Basic Principles for Optimizing Chinese Social Security System——From the Perspective of“Four-dimensional System”

合理的社会保障制度体系应是一个包括内容体系、结构体系、层次体系和服务体系在内的完善的"四维体系"。中国社会保障制度的"四维体系"亟需优化,应以四项基本原则即首要原则、核心原则、关键原则和延伸原则为指导,在优化社会保障制度内容体系的同时,以社会保障制度结构体系的整合为重点,同时兼顾社会保障制度层次体系和社会保障服务体系的建设,完善中国整个社会保障制度体系,确保国民的社会保障权益。

A reasonable social security system should be a four-dimensional system inclu- ding content system, structure system, level system and service system. The Chinese four-dimensional system of social security needs to be optimized urgently to guarantee people＇s social security rights. Under the guideline of the four basic principles, which are chief principle, core principle, key principle and extension principle, the content system of the four-dimensional system needs perfecting, at the same time, emphasis should be put on the integration of the structure system and the construction of the level system and service system as well.
