从流域水资源保护需要出发，论述了辽河流域水质预警预报系统建设的必要性和已 经具备的条件。根据系统建设目标，采用系统论、信息论的理论和方法及计算机技术对该系 统进行了研究，并提出辽河流域水质预警预报系统结构设计方案。

In accordance with the requirement of water resources protection, the necessity and condition to construct a water quality prewarning and forecast s y stem in Lao river basin was discussed. The system was studied by system theory , information theory and its methods as well as computator technology. A struct ure design plan of the system was put forward.
