转变体育发展方式由“赶超型”走向“可持续发展型”

Transforming Sports Development Pattern from "Overtaking Pattern" to "Sustainable Development Pattern"

在过去几十年中,我国体育采用"赶超型"的发展方式,从而在资源不足,基础薄弱的状况中迅速崛起。随着改革开放的深入发展,这种体育发展方式的局限性逐渐显现。应将其转换为新的"可持续发展型"体育发展方式。新的体育发展方式就目标而言,具有鲜明的以人为本的价值取向,将强国体育构建在惠民体育的基础上;就发展主体而言,强调多方合作,因而能动员各种发展体育的力量;就发展机制而言,多种机制耦合,因而能广泛地吸纳资源,并合理地配置资源;就发展手段而言,多种体育形态相互依存,相互促进;就发展评估而言,标本兼顾,既评价体育发展的显性指标,又关注体育发展的内在关系;就发展规范而言,法治与德治相互支撑,从而使体育发展的运作公开、公正、公平。

In the past decades, China＇ s sports developed in the ＂overtaking pattern＂ and thus achieved rapid devel- opment from the status of inadequate resources and weak foundation. However, with the in-depth development of re- form and opening up, the limitation of this sports development pattern has gradually emerged. The solution shall be transforming the development pattern into a new ＂sustainable development pattern＂. In terms of its objective, the new pattern of sports development has a distinct people-first value orientation and achieves the powerful sports nation with the sports benefiting people as its foundation. In terms of development subject, multi-party cooperation shall be emphasized so as to mobilize all forces of sports development. In terms of development mechanism, different kinds of mechanism shall be coupled so as to widely absorb resources and properly allocate resources. In terms of develop- ment approach, different sports types interdependent on each other and inter-promote each other. In terms of devel- opment evaluation, both the symptom and the root shall be focused. That is to say, the dominant indicators of sports development shall be evaluated and the inner relationship of the sports development shall be focused. In terms of de- velopment standards, rule of law and rule of virtue shall support each other so as to achieve the open, fair play and equal of the ooeration of soorts develoDment.
