我国高校体育场馆对社会开放的困境与优化策略

The Dilemma and Optimization Strategies on Colleges and Universities Stadium and Gymnasium of Open to Society

随着全民健身运动广泛开展,我国高校体育场馆向社会开放成为一个热门话题。运用问卷调查、专家访谈等研究方法,以高校体育场馆管理体制为研究对象,探究了高校体育场馆面向社会开放的依据、服务性质。阐述了高校体育场馆规模供给与需求,高校师生员工与社区居民,高校体育场馆开放的体育项目与社区居民偏爱传统体育项目的主要困境。分析了规模与成本、产权与制度、目标与效益、运营与安全、对象与环境等因素对体育场馆对社会开放的制约。提出了策略:将高校体育场馆建设纳入城市建设规划与城市举办大型体育赛事场馆建设规划;规范多级代理制度,建立运营激励机制;定期开展市场调研,及时调整收费标准;探索体育保险制度,规避社会开放风险和建立高校体育场馆资源共享网络平台。

With the wide development of the national fitness, opening the college stadium and gymnasium to the society has been a hot topic in China. By the method of literature review, expert interview and other methods, the paper takes the management system of the college sports venues as the objects, explores the basis and service na- tures of the opening of the college sports venues to the society. It elaborates the supply and demand of the size of the college sports venues, the major dilemma between the college teachers and students, the sports events offered by the college sports venues which open to the society and the traditional sports events favored by the community citizens. It further analyzes the restriction of the factors such as scale and cost, property rights and system, goal and benefit, operation and safety, objective and environment, to the open of the sports venues to the society. It proposes the strategy that integrate the college sports venues into the urban development plan and the plan of the urban large sports competition venues, standardize nluhi-level agent system, establish operation incentive mecha- nism, conduct regular market research, timely adjust charging standard, explore sports insurance system, avoid open risks and establish sports venue resources sharing network platform.
