江苏省建立农业生态补偿机制的政策和措施研究

A Study on the Policies and Measures for Agroecological Compensation Mechanism in Jiangsu Province

文章从江苏省农业生态补偿现状出发，结合西方发达国家农业生态补偿成功经验，从法律制度、经济手段、融资渠道、补偿方式、环境教育、补偿项目的监管与评估等方面提出了江苏省农业生态补偿机制的政策取向和措施。为江苏省农业生态补偿逐渐从“输血式”补偿向“造血式”补偿转变提供参考，促进江苏省农业生态建设的可持续发展，优化农业产业结构。

Based on the study of the present agroecological compensation strategy in Jiangsu and the expe- rience of the developed countries in this aspect, this article proposes a comprehensive agroecological com- pensation mechanism from different directions such as legislation, economy, finance, compensation mode, environmental education, supervision and evaluation of compensation. The mechanism proposed, aiming at optimizing agricultural industry structure and boosting the sustainable development of agroeco- logical construction in Jiangsu, provides a policy orientation for the gradual shift from ＂transfusion com- pensation＂ to ＂hemopoiesis compensation＂ of agroecological compensation in Jiangsu Province .
