论多民族国家的边疆“各族人民”安全

On the Security of Border People of All Ethnic Groups in Multi-Ethnic Countries

在多民族国家且少数民族多分布在边疆的国家中,"各族人民"的安全就成为国家安全的重要组成部分。"各族人民"安全表现在:边疆必须具备各族人民生存与发展所需要的生态、资源环境;各族人民在边疆生产生活过程中积累的传统文化体现了他们生存的价值与意义,因而也体现了人的安全;地缘政治的和谐发展则是边疆各族人民安全驻边守边的外部环境。

In multi-ethnic countries, especially those where ethnic minori-ties live in the border areas, the security of the people of all ethnic groups is a core concern in national security. Their security is manifested in the following as-pects： （1） The border areas should have an ecological environment and resources that conform to the needs of the people＇s survival and development; （2） The peo-ple＇s traditional culture developed in their life and work represent the value and significance of their subsistence, and thus embodies their safety; （3） The harmo-nious development of political environment in the border areas constitute the ex- ternal environment for the people.
