博弈论视角下的“初中进城”政策研究--以中部某省FY县“初中进城”政策过程为例

Research on the “Junior High School into the City” Policy from the Perspective of Game Theory——Taking the “Junior High School into the City” Policy Process in the FY County of a Middle Province

"初中进城"政策是政府在治理教育方式上的制度变迁,是打破原有乡镇中学的制度安排、重塑利益格局的制度演变过程。在这一过程中,始终贯穿着政府与学校(校长、教师)的博弈、政府与社会(学生、家长)的博弈。化解博弈困境,有效地实施"初中进城"政策,政府应整合各方利益诉求,防止制度滞后带来的利益冲突;关注进城学生的生存与发展状况,避免出现政策目标的异化;充分考虑地方现实条件,审慎实施"初中进城"政策。

Junior high school into the city policy is the institutional change in regard to the educational governance. It is a process of institutional change that breaks clown the old institutional arrangement of junior high schools in villages and towns and then restructures the pattern of interest distribution. The whole process is permeated by gaming among different stakeholders, like between the government and schools （principal and teachers）, and the government and the society （students and their parents）. To get out of the difficult situation of gaming and carry out effectively the junior high school into the city policy, the government should integrate the interest appeal of stakeholders, avoiding the interest conflicts brought by the lag in system, pay attention to the survival condition and state of development of the students involved in the policy, preventing the dissimilation of policy goals and think over the local reality and carefully carry out the junior high school into the city policy.
