摘要
新型研发组织是适应经济和科技发展需要而产生的一类新型的研发机构,在机制创新、科研成果转化加速、引进创新人才方面形成了鲜明特点。本文分析了新型研发组织的发展在制度保障、体制创新以及政策支持方面还面临着许多的障碍,指出中国应从建立和完善现代研发组织体系出发,通过积极引导,作为实施科技体制改革的重要举措,打造中国新型产业技术研发体制和加强现代院所制度建设。
The new-type R＆D organization, which meets the requirements of economic and technological development, has formed vivid features in mechanism innovation, S＆T achivements transformation, and innovative talents absorption. The paper analyses the ob- stacles the new-type R＆D organization still faces, such as in safeguard system, institutional innovation and policy support area. It points out that China should establish and improve the modern system of R＆D organization, and create new industrial technology R＆D institutions and strengthen the construction of modern institute system.
