Based on the practice background of Yangling Agricultural Science and Technology Incubation Union, first of all, the arti- cle presented an analysis of the element composition, the structural hierarchy and the union relations about the agricultural science and technology incubator network system. Secondly, it analysed the mechanism of its formation by using self-organization theory. Finally, it explored specific ideas and way of cultivating the network system
