我国可再生能源国际合作机制研究

Research on International Cooperation Mechanism on Renewable Energy in China

面对日益增长的能源需求和低碳发展的要求,中国正逐步开展可再生能源国际合作,以推动可再生能源的技术和产业发展。在充分分析可再生能源国际合作现状和现存问题的基础上,基于不同的参与方式与合作对象提出了三种合作机制:区域性合作机制、发展中国家间合作、发展中国家-发达国家合作机制,并对其相应的合作机制建立原则和具体的运行机制、保障机制进行了探讨。

Faced with the growing energy demand and the low-carbon development, China is making great efforts to fulfill the interna- tional cooperation on renewable energy aimed at promoting the development of renewable energy technology and industries. This paper analyzes current situation and existing problems of international cooperation on renewable energy in China, and then puts forward the establishment of three kinds of cooperation mechanism： the regional cooperation mechanism, the developing countries coorperation mechanism and the developing-developed countries cooperation mechanism, followed by a summary and analysis of the participants. The principles and steps of mechanisms making and the cooperation institution for mechanism operation will be discussed as well as making some policy recommendations on the cooperation methods.
