Some outstanding problems in the early stage of coal mine accidents were analyzed in detail. According to the national related requirements, the disaster relief concept of＂people first＂ should be put into effect and providing the basic survival conditions for disaster victims sould be taken as the fundamental principle. The powerful command system should be the guarantee for the success of rescue.
