观念理念是行动的先导,转变观念理念是加快经济发展方式转变的前提、关键和动力。但是,一些领导干部在推动经济发展方式转变上缺乏自觉性和坚定性,难以摆脱发展的惯性思维方式,存在"发展方式转变与经济发展相矛盾"、"GDP重于民生"、"届内、任内重于未来、长远"、"效率重于公平"、"技术、专利重于市场、企业"等观念理念偏差。为推动经济发展方式转变,在观念理念上要确立正确的世界观、价值观和方法论,树立科学的发展观、正确的政绩观、正确的创新观、正确的市场观,加强思想、组织和作风建设等。

Sense idea is the forerunner of action;changing sense idea is the premise,key and motive force for speeding up the change of economic development mode. However, some leading cadres lack consciousness and firmness in this respect, it is difficult for them to get rid of the inertial thinking mode of development and there exist in their hearts the sense idea divisions such as ＂the contradiction between the developing mode change and the economic development＂ ,＂ GDP is more important than the people＇ s livelihood＂ ,＂ the term of office is more important than the future＂,＂ efficiency is more important than fairness＂, ＂technology and patent are more important than market and enterprise＂. In order to push the change of economic developing mode, it is necessary in the sense idea field to establish the correct world view, values and methodology;set up the scientific developing idea, correct achievement view, innovation view and market view, to strengthen the thinking, organization and work style establishment, etc.
