摘要
利用层次分析法和SWOT分析法组合对影响泉州湾航道二期工程战略的关键因素进行分析并计算各因素权重,在此基础上确定泉州湾航道二期工程战略。结果表明:在众多因素中,促进泉州湾水域交通安全、增加投资成本与增加管理人员工作负担、国家军事战略规划的实施和某些航段存在通航安全风险等是影响泉州湾航道二期工程建设的关键因素。
The SWOT method was used to research strategic issue of phase II project of Quanzhou bay waterway combined with analytical hierarchy process （ AHP）, analyze and quantify the major factors influencing project strategy. Results showed that promoting navigation safety of Quanzhou bay water, increasing investment cost and management workload, implementing national military strategic planning and the navigation safety risk existing in some sectors were critical factors for the project strategy.
