论缅甸民族政策的价值取向

On the Value Orentation of Ethnic Policies in Burma

从民族政策价值取向的角度探讨缅甸民族问题,是一个非常可行的研究视角。缅甸独立后吴努政府的民族政策蕴含着"大缅族主义"价值取向,奈温政府的民族政策蕴含着忽视民族属性的"国家主义"价值取向,随后军政府的民族政策蕴含着"民族国家建设"价值取向,如今的民选政府的民族政策蕴含着更具高度的"民族国家建设"价值取向。从缅甸不同时期民族政策的价值取向可以看出民族政策与民族关系的互动。

From the perspective of the value orientation of ethnic policy,we can discuss the ethnic issues in Myanmar feasibly. The ethnic policy of U Nu＇ s Administration contained the value orientation of Burman Chauvinism. The ethnic policy of Ne Win＇ s Administration contained the value orientation of Statism which ignored the ethnic attribute. And then, the ethnic policy of Millitary Government contained the value orinentation of Nation-state Construction. Now, the ethnic policy of Current Government contains the more stratigic value orientation of Nation-state Construction. We know the interaction between ethnic policy and ethnic relation clearly from the value orientation of ethnic policy in different periods in Myanmar.
