摘要
上海市嘉定区外冈镇社区卫生服务中心进行了10多年的高血压病人免费给药和干预工作,形成了一套具有统一组织管理、统一药物管理、统一人员配置、分级管理控制、集中评价考核、定期组织交流和信息网络共享特点的比较完善的高血压病人免费给药管理模式。采用焦点组访谈法,对外冈镇社区卫生服务中心的管理人员和18个社区卫生服务站、村卫生室的乡村医生进行访谈,认为该模式保障了政府的公益性投入,具有一定的推广可行性,但在业绩考评、乡村医生人才队伍激励等方面需进一步提高。
Objectives Waigang community of Shanghai Jiading District has build a good operational mode on free hypertensive drug administration, which is featured of "unified planning", "unified drugs management", "unified allocation of personnel", "hierarchical control", "unified performance examination", "regular communication" and "information network sharing" for more than ten years. This survey was conducted in Waigang Community Health Center for exploring the operational mode of free hypertensive drug administration. Administrative staff of the com- munity health center and 18 doctors of community health station and village clinic were interviewed by way of group interview, and the original hypertensive medical records were then analyzed. Through the survey, we found that the operational mode of Waigang community's free hypertensive drug administration protected the public investment of the local government and could be extended, but it still needed further improvement in performance appraisal and personnel incentives.
