民国时期“公文程式”解读

通过对南京临时政府、北洋政府、国民政府《公文程式令(条例)》颁布背景及变化的历史考察,认为民国时期公文程式的频繁变化,是对当时政治体制不断更迭的回应,这也导致社会各界从不同视角对其内涵及变化进行阐释。

Based on the investigation of the brief history of Regulations on Formulas of Official Documents in the Republic of China, the author presents that the frequent changes of Regulations on Formulas of Official Documents responded to the instability of political system, which had given enormous leverage in social circles who put forward study and interpretation about them from different perspectives.
