摘要
《独立学院设置与管理办法》的颁布实施,为我国独立学院的规范发展明确了方向,但在实际执行过程中还存在许多现实困难,文件的执行面临困境。笔者分析了《独立学院设置与管理办法》出台背景与存在问题,立足独立学院"体制多元"和"产权缺失"的办学现实,有针对性地提出了独立学院规范设置与管理的应对策略。
Regulation on the Establishment and guideline for the disciplined development implementation there are still problems and Management of Independent Colleges offers a definite of independent colleges in China difficulties. In view of this case, the since its release, but in its paper puts forwards particular strategies, through analyzing the background and problems of the Regulation and the fact of ＂multiple systems＂ and ＂absence of property＂ faced by independent colleges.
