我国的身份制度不只是一个城乡二元分割的户籍制度,而是由户籍身份、职业身份、居住身份以及政治身份等子系统综合地组合而成的复杂的社会分层系统,是具有身份制和等级制的一些基本特征的国民身份制度,它还是一种社会管理制度。从当代中国社会保障制度演变过程中的一些基本事实来看,这一身份制度与社会不公问题具有深层关系,并成为社会转型过程中社会管理创新的结构性障碍。
