我国地方学前教育立法的内容分析及其启示——以三个地方性学前教育法规为例

Content Analysis of Local Legislation on Early Childhood Education and Its Inspiration

以杭州、江苏、宁波三地学前教育法规为代表的地方学前教育立法在当前我国学前教育事业快速发展的背景下应运而生。从具体内容看,三个地方性法规全面覆盖了学前教育事业发展的重点问题,如地方政府责任、事业发展方针与机制、地方学前教育财政投入、管理与监督、保教人员资格与权益、相关法律责任等。今后我国中央及地方学前教育立法都应将儿童权益保障置于学前教育立法目的的首位;应明确中央政府职责,并加强对地方政府履责的监督;应关注地方性学前教育法规的实施。

Local legislation on early childhood education in Hangzhou, Jiangsu and Ningbo emerged with the rapid development of the cause of early childhood education. Viewed from the specific contents, three legislations almost covered all the key aspects of the cause of early childhood education. Some enlightenment was also found in the article. The protection of the rights of children should be put in the first place and the responsibilities of central and local governments should be defined clearly. The implementations of the local legislations should be given more importance.
