摘要
新南非成立后,其国家教育政策制定所依托的政治体制为"三权分立"制,所依托的权力组织主要为国家议会、宪法法院、内阁及教育部。在国家教育剧烈变革期,新南非的国家教育政策制定对不同价值取向努力进行了调适和制衡。与种族隔离统治时期相比,在新南非的国家教育政策制定中,利益相关者的参与情况有了明显的改善。
Abstract: From its establishment, the making of new South Africa's national-level education polices is based on the political system of "separation of powers" and mainly based on the national power sectors of Parliament, Constitutional Court, Cabinet and the Ministry of Education. The different types of policies have different making procedures and cycles. During the period of intensive national education reforms, the national-level education policy making has been trying to adapt to and balance different value orientations. Compared with the period of apartheid, in new South Africa, the situation of stakeholders involving in the national-level education policy making process has been improved significantlv.
