摘要
对外文数据库的过量下载而导致高校部分IP甚至全部IP被封而无法访问相关数据库的事件时有发生,对高校的声誉和教学产生负面影响。文章对过量下载及其不良影响进行论述,分析过量下载监管难的原因,从现有的实现方式、系统尚需完善的技术问题、技术与人力的结合三个方面阐述过量下载监测和阻断系统的应用对策。
Due to excessive downloading of foreign database, many universities has been blocked part of its IP even all of the IP, that＇s made many of the users cannot access database resources, reputation of the universities and teaching has had a negative impact. The paper discusses excessive downloading and its adverse effects, it analyzes the reason of excessive downloading regulatory difficulties, the paper makes a research to describe excessive downloading solutions of monitoring and blocking systems from the existing implementations, the technical problems that need to be perfect, the combination of technology and human.
