以水为基 统筹兼顾 重点治理——《石羊河流域重点治理规划》特点分析

Taking all factors into consideration in water management——analysis on features of Key Master Plan of Shiyang River Basin

《石羊河流域重点治理规划》实施5年后及中期目标已经实现的背景下,回头审视解读规划,可以看到有4个显著特点:第一,以水权分配为抓手,全面实施用水总量控制;第二,以定额管理为指导,合理促进经济结构调整;第三,以系统分析为基础,科学设计规划控制指标;第四,以流域区域相结合,共同保障治理目标实现。结合《规划》的实施情况及调整实施方案,提出了实现石羊河流域重点治理2020年约束性指标共同的期待。

After five years＇ implementation of Key Master Plan of Shiyang River Basin, the medium-term targets of plan have been realized. Four outstanding features are found in the post-evaluation of the plan. First, focus is placed on water right allocation and control of total water consumption. Second, quota management is used in water consumption for a rational adjustment of industrial structures. Third, water use index is planned based on systematic analysis. Finally, ensuring target realization is proposed by integrating planning of river basin and administrative regions. A planning of water use index for Shiyang River Basin in 2020 is proposed in accordance with the actual condition of implementation of the master plan with necessary adjustments.
