冰岛作为北欧国家之一,也是继丹麦、挪威、瑞典、芬兰北欧四国之外最早实施PLR制度的国家之一。论文从立法原则、依据、发展过程和主要内容等方面对冰岛公共借阅权制度进行系统介绍和分析,以期有助于业界更深入地了解公共借阅权制度的发展。

As one of the Nordic countries and following Denmark, Norway, Sweden, Finland, Iceland is the earliest country to implement the PLR system. This paper introduces and analyzes the PLR system in Iceland from the legislative principles, basis, the development process and the main content, hoping to have a deep understanding of the development of the PLR system.
