摘要 为了准确反映我国研究与开发(R&D)投入产出效率,并为各地区的效率改进提供借鉴和参考,运用数据包络分析法(DEA)对我国30个省市的R&D投入产出效率进行静态和动态的测度。静态比较结果显示:2010年在我国30个省市中,R&D投入产出效率达到DEA有效的仅有6个地区,轻度DEA无效的有4个地区,中度DEA无效和严重DEA无效的达到20个地区(比重高达66.67%),我国大多数地区的R&D投入产出效率较低;而动态的比较结果则说明我国的研究与开发能力在逐年提升,R&D投入产出效率也在逐年增强,但是我国各地区2000—2010年R&D投入产出的相对效率相差很大,10多年内均未达到DEA有效的地区还占有相当大的比例。 In order to accurately reflect the input-output efficiency of R&D in China, and provide a reference for the efficiency improvements of all regions, Using the data envelopment analysis (DEA), the author measured the efficiency of R & D input-output in 30 provinces in China from static and dynamic. The static results showed that only six regions whose efficiency of R & D reached DEA effective in 30 provinces in 2010, four regions were mild invalid, 20 regions were moderate and severe DEA invalid, the proportion of moderate and severe DEA invalid reached 66.67%, input-output efficiency of the majority of areas was low; And dynamic comparison illustrated that the capabilities of the research and development in China increased year by year, the efficiency of R & D input - output had also increased year by year, but the relative efficiency of input output varied widely during 2000--2010 in 30 provinces, the regions which did not reach DEA effective also occupied a large proportion.
